According to the report of jahane-gardesh, quoted by Isna, “Hesab Aqmari” as one of the three mega projects of the then Organization of Cultural Heritage, Handicrafts and Tourism, was supposed to be prepared in 2018, but it has not yet been completed. The previous vice president of tourism said that the statistics of Nowruz in the year 1400 are supposed to be calculated based on the satellite calculation, but Zahid Shafii – Director General of the Office of Tourism Studies, Education and Planning – who is responsible for completing the satellite calculation plan, told ISNA that this never happened and So far, tourism statistics have not been calculated based on satellite calculations.
The Tourism Satellite Account (TSA) is a common method for measuring the direct contribution of tourism spending to a national economy. This method includes a set of interrelated tables that show the size and distribution of different forms of tourism spending in each country and its share in the gross domestic product of financial income, ignition and other macroeconomic indicators in a national economy. In simpler terms, TSA is an account based on a table or a set of tables that records resources and expenditures or changes in assets and liabilities or financial assets and liabilities at a certain time for a certain part of economic life.
If this account is obtained, not only the expenses of incoming tourists will be determined according to their products and class base, but also the expenses of local tourism will be known. Also, the direct gross added value of domestic tourists, the added value of tourism industries, tourism employment and gross incomes will be determined.
Iran’s tourism statistics have been calculated and announced for many years based on estimates that are not accurate and sometimes exaggerated. This method of statistics has had an adverse effect on the investment and macro and micro planning of Iran’s tourism.
In recent years, the World Tourism Organization has expressed its deep concern about the inappropriate use of the term “tourism satellite account” in the studies conducted on the economic impact of tourism in each country. The World Tourism Organization has stated that making inaccurate and limited estimates called “tourism satellite accounts” that do not use approaches based on the definitions, concepts and structure of the TSA, cause tourism’s contribution to the GDP to be magnified.
The Central Bank, which is itself a party to the creation of a satellite account in Iran, in 2016, in a report on the necessity and importance of preparing a satellite account, mentioned: “One of the reasons why a tourism satellite account has not yet been prepared and produced in Iran is cooperation “It has been the responsibility of the organizations not to do it.” The Program and Budget Organization, the Central Bank and the National Statistics Center are among the organizations in charge of preparing the tourism satellite account along with the Ministry of Cultural Heritage, Tourism and Handicrafts.
Now, Zahid Shafiei – Director General of the Office of Tourism Studies, Education and Planning – in an interview with ISNA, informs ISNA of the cooperation of the National Statistics Center to complete the tourism satellite account by the end of 1401.
He said: The satellite account is a national project, the implementation process of which is currently being followed by the National Statistics Center and the Research Institute of Cultural Heritage and Tourism. The progress of the project has been very good so far and we think that the satellite account will be completed by the end of this year.
Regarding the reason for not providing tourism statistics in Nowruz 1400, contrary to the promise, Shafii said: We faced the challenge of Corona and the information we were collecting was unreliable in terms of qualification and the process of research and data collection, so in the implementation of the work There was a break, but now the project process is good and the satellite account will be usable by the end of the year.
Director General of Tourism Studies, Education and Planning Office stated: Satellite account is a platform for calculating and determining the share of tourism in the national economy, now this share in the economy is not known, but if this project is implemented, the place of tourism in the economy will be determined by a number. The satellite account with numbers tells how important tourism is and can be used in macro planning and everyone acknowledges the importance of tourism. Confirming that the current statistics on the contribution of tourism to the economy or the GDP are estimates, he added: Of course, the Central Bank and the National Statistics Center give statistics based on the data they receive, but so that it is not a satellite account. This data is incomplete.
Shafi’i said: Cooperation agencies have promised to cooperate in completing the satellite account, the credit has been secured, and it is expected that the work will be finalized by the end of the year. We are now in the information monitoring phase.
